Certificates of competence for the nominees to be heads of mission

Pursuant to Section 304 of the Foreign Service Act of 1980, Certificates of Eligibility must be submitted to the Senate Foreign Relations Committee for presidential nominees to be Chief of Mission who have the authority of [a] nominee to perform the duties of the post in which he or she is to serve. Government Act, Fiscal Year 2017, Certificates of Authority are posted on this website within seven days of transmission to the Senate.

Federal Attitude Surveys

The Office of Personnel Management (OPM) administered the Department’s 2024 Federal Employee Attitudes Survey from May 13 to June 28, inviting approximately 27,000 Department employees to participate. Nearly 9,000 or 33 percent of invited employees completed the survey. The 33 percent response rate was two points lower than our 2023 response rate of 35 percent. Labor force statistics

To meet the needs of the Foreign Service, the Foreign Service Act of 1980 calls for “a regular, predictable flow of talent upward through the ranks and into the Senior Foreign Service.” With a steady progression of Foreign Service employees through the rank-in-person system, promotion rates will vary based on annual fluctuations in the number of promotion-eligible employees. For Foreign Service promotion planning, the Bureau of Personnel and Training apply an actuarial workforce model that analyzes current and projected needs, intake, career progression and attrition. The Senior Bureau official directs the workforce planning process and authorizes final Foreign Service Officer (FSO) general and Foreign Service (US) specialist promotion opportunities to guide promotion board decision making.

Foreign Service promotion statistics are regularly published annually following PERT/OTA’s validation of promotion board results. The report covers promotion statistics for Generalists and Specialists at all grades, broken down by cone/skill.
